style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">非常高兴中国基金会发展论坛邀请我来跟大家作分享。<strong style="box-sizing: border-box;"><span style="color: rgb(7, 136, 233);box-sizing: border-box;">我特别喜欢这样一个主题：信任与高质量的慈善。确实，点中了公益慈善行业的穴位。</span></strong></p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">我创立的深圳市恒晖公益基金会，关注中国欠发达地区儿童青少年的大病救助和教育关怀。成立8年来，确实获得了比较广泛的社会信任。我们曾经刷新了深圳这座慈善之城的社会速度，从一无所有的初创到变成5A级慈善基金会用时最短的这个速度，是我们恒晖公益基金会刷新的。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">我们基金会现在重仓西北的大省份——甘肃省，多半的资金和物力、人力都投在甘肃。去年甘肃省委胡书记接见了我，我今年已经去了八次甘肃，在上个月我第八次去甘肃的时候，深夜10点多胡书记电话打过来欢迎慰问。但我在这里并不是向大家嘚瑟，好像我能够连接到这样的大领导，不是这样的。我是想跟大家分享，我们作为公益慈善组织，获得的非常珍贵的信任。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">现在恒晖公益基金会开通了月捐，刚一年多的时间，有26,000多人每月给我们捐款，而且月捐人的黏性非常好。大家关注我的视频会看到，我昨天从成都过来举行的月捐人线下见面会，那样一个场面，用一位月捐人的话来形容叫做“炸裂”，非常欢乐。这都是非常宝贵的社会信任。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">关于公益慈善组织该如何建立社会信任，今天主办方邀请我做一个年度观察发言，讲我的观察、我的体会、我是怎么建立信任的。我只说一个要点就是，<strong style="box-sizing: border-box;"><span style="color: rgb(7, 136, 233);box-sizing: border-box;">我们公益慈善人要勇敢地做好公众传播和社会连接</span></strong>。我为什么用了“勇敢”这个词，因为这真的需要一点勇气。我其实很有自知之明，我知道我在社会公众当中的形象毁誉参半。我知道有很多人喜欢我，也有很多人不喜欢我，喜欢我的人很喜欢，不喜欢我的人很不喜欢。但是我说不喜欢我的人这里，我要稍微排除一下。好像大家觉得，你是不是过去抓过那么多人，你那么下狠手。我排除这些人不算。<span style="box-sizing: border-box;">我是说，也有很多好人不喜欢我。</span></p><p style="box-sizing: border-box;"><span style="box-sizing: border-box;"><br style="box-sizing: border-box;"></span></p><p style="box-sizing: border-box;"><span style="box-sizing: border-box;">我非常尊重和理解他们对我的不喜欢，很多好人不喜欢我，其实主要在这点上——这个人太高调了。你想当一个好官，就好好地当你的官，干嘛要做得那么高调呢？你要做好事就默默地做嘛，干嘛要做得这么公开、这么高调呢？中国人不是讲究中庸、圆融嘛，我就看不惯你这样的人。</span><span style="box-sizing: border-box;">前不久有一个朋友直接跟我很坦诚交心说这个事情。</span><span style="box-sizing: border-box;">我说我理解你，我也尊重你，但是我不接受你的价值观的绑架。</span></p><p style="box-sizing: border-box;"><span style="box-sizing: border-box;"><br style="box-sizing: border-box;"></span></p><p style="box-sizing: border-box;"><span style="box-sizing: border-box;">为什么？我讲一个最基本的道理，我过去在基层行政为官，做县委书记的时候，非常大方地在全县现场直播，也是这样千人的规模。我跟所有的干部群众说，我是中国共产党派到这个地方来的党代表，我要求全县干部，我要求你们心里装着人民群众，要求你们干部结穷亲，要求你们每个人都要有一颗温润的心、有一双湿润的眼，要看到老百姓的苦难，不要无感，我要求你们勤政、廉政，我先做给你们看。</span></p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">因为我是这3354平方公里，这3000个山头中间，50万干部群众的精神的灯塔、道德的尺度和行动的标杆，我要求你们做的我先做，所以我要公开地在大家眼皮子底下做，让大家看见我是精准扶贫这场战役中基层的先锋、大将。我既然打这场仗，哪一场战役是靠大将一个人打的呀，必须千军万马一起打。千军万马要一起打的话，就讲究一个士气，就讲究一个阵势，就讲究一个方法，那么我作为县委书记，就应该高调地为这个官，就应该高调地做全县的灯塔、标杆和尺度。我想通了这点，所以我是觉得，我要在基层行政当一个好官，就不应该低调，我应该高调。因为我承担这样一个功能，承担一个号召、引领的功能。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">我现在是一个全职的公益人，我怎么来定位自己呢？如果我以前是精准扶贫这个战场上的先锋、大将的话，那么我现在的身份是什么？<strong style="box-sizing: border-box;">现在是一个断后者。这是我们作为公益慈善行业的人共同的社会定位。</span></strong>我们的时代前进好比是一辆快车，经济社会高速发展，太多人享受到了时代前进的快车的福利。但是时代的快车，它轰轰隆隆地向前扬起的灰尘，遮盖了好多落伍者的身影；它轰轰隆隆前进的车轮声也遮盖了好多弱势者的叹息甚至呻吟声。这样的落伍者应该有人去断后，应该有人去听见、去看见、去陪伴、去行动，我们公益慈善就是做这样的事情。现在全国有9822家慈善基金会，我们公益慈善行业的从业者也就以10万为单位来计，但是我们面对这么广大的社会需求，就靠我们这些公益慈善人，我们去默默地做，行吗？<strong style="box-sizing: border-box;"><span style="color: rgb(7, 136, 233);box-sizing: border-box;">公益慈善不是少数人的全力以赴，而是多数人的力所能及！</span></strong></p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">谢谢大家的掌声，这说明大家对这句话有共鸣。所以我们公益慈善就应该大方地、勇敢地向公众去做传播、去做传达，展示我们的项目，去赢得公众的了解和信任。他都不了解你，怎么信任你？</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;"><span style="box-sizing: border-box;">在时代前进的大阵仗里面，公益慈善承担了断后者的功能，</span><strong style="box-sizing: border-box;"><span style="color: rgb(7, 136, border-box;">我们要团结更多人跟我们一起行动，我们要展示我们项目设计的科学程度、执行到位程度、财务透明程度、管理规范程度，每个项目还要引进独立的第三方的评估和监督，基于数据、基于实证的评估和监督，都要向公众去展示，去触达</span></strong>。所以我从去年开始也在做自媒体，我现在在三个视频平台有近600万粉丝，我就是大方地、勇敢地向公众去展示、去传达。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">也有朋友说，我觉得你夹带了私货，因为你在这中间树立了自己的人设，展现了自己的形象，难道你不能学雷锋吗？雷锋做好事就不留名。我反问了他一句，我们那代人因为有一个雷锋，所以影响了我们那代千千万万人向上向善的时代风气。但我们是如何被雷锋影响的？“雷锋出差1000里，好事做了一火车”，我们是怎么知道的？正是因为我们知道了有雷锋这样的人在全心全意为人民服务，所以，我们时代的人，那么多人学雷锋，向他靠近。我向大家讲这个，当然不至于无知张狂地把自己和雷锋相比，而是我觉得我们千千万万个从事公益慈善的人应该向雷锋学习，“雷锋出差1000里，好事做了一火车”，让公众都知道了。<strong
