margin-bottom: 10px;"><span style="font-size: 18px;text-indent: 2em;">广州市慈善服务中心有关负责人介绍，为了全面、客观、系统地评估广州市2021-2022年度慈善事业发展情况，市慈善服务中心依据《中华人民共和国慈善法》《广东省促进慈善事业高质量发展若干措施》《广州市慈善促进条例》《广州市人民政府关于印发推动慈善事业高质量发展行动方案的通知》等相关法律法规，结合广州市本土慈善事业实际发展情况，综合考量客观性、操作性与全面性，对指标体系进行全面修订：由原来的7个一级指标、22个二级指标、74项三级指标修改为5个一级指标、18个二级指标、59个三级指标，从慈善活动力、慈善组织力、慈善影响力、慈善透明力、慈善发展力5个维度（分别占比20%）评价各区域的慈善事业发展情况。</span><br></p><p style="text-indent: 2em; margin-bottom: 10px;"><span style="font-size: 18px;">此外，本次修订除了对部分旧有指标进行修订外，还增加了若干符合当前政策及热点事件的新指标，调整了部分指标权重，以切合相关领域的实际评定需要。</span><span style="text-align: center;"></span></p><p style="text-indent: 2em; margin-bottom: 10px;"><strong><span style="font-size: 18px;color: rgb(37, 106, 241);">2021-2022年度广州市区域慈善指数报告正式发布，番禺区综合发展指数排名第一</span></strong></p><p style="text-indent: 2em; margin-bottom: 10px;"><span style="font-size: 18px;">报告显示，在本次广州市区域慈善排行榜中，综合发展指数排名第一的区域为番禺区，总分92.55分；排名第二的区域为从化区，总分89.11分；排名第三的区域为越秀区，总分82.59分。从报告中，我们可以了解到本次指数评估遵循指标体系规则，对各区的5大项慈善能力以百分制方式呈现，并依据各区5大慈善能力总得分进行排序，形成2021-2022年广州市区域慈善排行榜。</span></p><p style="text-indent: 2em;"><span style="font-size: 18px;">2021年以来，广州市从多方面发力，不断深化“慈善之城”创建工作，全市慈善事业稳步发展，总体维持较高水平，主要包括以下特点：</span><strong><span style="font-size: 18px;color: rgb(37, 106, 241);">一是积极开展各类慈善活动。</span></strong><span style="font-size: 18px;">开展了“中华慈善日”“羊城慈善月”“慈善全民捐”“善城汇爱”“慈善盛典”等各类线上线下慈善活动。</span><strong><span style="font-size: 18px;color: rgb(37, 106, 241);">二是加快推进慈善组织建设。</span></strong><span style="font-size: 18px;">大力培育慈善组织，开展了“如愿行动”“荔枝+慈善”“乡村振兴·从善而行”“乐善海珠”等慈善品牌建设。</span><strong><span style="font-size: 18px;color: rgb(37, 106, 241);">三是大力发展慈善空间。</span></strong><span style="font-size: 18px;">截至2023年12月，全市创建慈善空间1088个，累计开展困境儿童帮扶、社区居家养老等各类慈善活动逾1万次。</span><strong><span style="font-size: 18px;color: rgb(37, 106, 241);">四是加强人才队伍建设。</span></strong><span style="font-size: 18px;">开展广州社工“红棉守护”行动、“聚善育才”培训班，推出广州慈善职业教育培训（认证）课程，不断强化慈善人才队伍建设。</span><strong><span style="font-size: 18px;color: rgb(37, 106, 241);">五是探索社区慈善建设。</span></strong><span style="font-size: 18px;">印发实施了《广州市推动社区慈善发展行动方案（2021—2023年）》，探索完善“慈善+社工+志愿服务”融合发展机制，推动社区慈善高质量发展。</span></p></section><section style="margin: 10px 0%; margin-bottom: 10px;"><span style="font-size: 18px;">其中，总报告对广州市近十年及2022年度公益慈善事业的发展做了系统的总结，梳理出了广州市公益慈善事业发展所取得的九大成就，介绍了2022年广州慈善事业高质量发展的五大举措，并提出了建议；专题报告篇以翔实的数据资料，客观、全面地呈现了2022年广州市慈善组织、慈善捐赠的基本情况，以各地公益慈善的实践经验为依托，对2022年广州公益慈善发展的体制、机制、模式进行了总结概括；行业研究篇对福利彩票转型发展、慈善信托发展、互联网慈善募捐三个新领域的实践探索做了系统的介绍；区域比较篇分别介绍了番禺区建设“慈善之区”的主要经验和香港非营利组织发展经验及其对广州公益慈善事业发展的启示；附录收录了2022年度广州公益慈善十件大事及公益慈善领域相关法规政策文件。</span></p><p style="text-indent: 2em;
