社区基金会，怎样推动社区公益生态建设？

box-sizing: border-box;" powered-by="xiumi.us"><p style="box-sizing: border-box;"><span style="color: rgb(62, 62, 62);box-sizing: border-box;"><br style="box-sizing: border-box;"></span></p><p style="box-sizing: border-box;"><span style="color: rgb(62, 62, 62);box-sizing: border-box;">一是靠山傍海。当我们去理解这个公益生态的时候，可能要看到他的地理和历史的脉络，珠三角地理最大的心态就是</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">海洋心态，“自别于国中”</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">。二是岭南文化。南越族群的</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">彪悍与“敢为人先”</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">，还有广东人特别大的</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">跨境网络</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">。他们想象的中国是以广州为枢纽，去理解中国和中华民族的共同体，还有</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">强烈的家国情怀，把儒家的精神作为家族的传承</span></strong>。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;"><span style="color: rgb(62, 62, 62);box-sizing: border-box;">在我看来社区的概念非常重要，重塑了街区的边界、要素和治理的理念。广东可能与很多地方相似，经历了政府主导的社区建设、社会自服务和自组织的空间规模化出现、社区服务的改革和社会工作的引入</span><span style="font-size: 12px;color: rgb(150, 150, 150);box-sizing: border-box;">（广州“双百工程”）</span><span style="color: rgb(62, 62, 62);box-sizing: border-box;">、三社联动到五社联动</span><span style="font-size: 12px;color: rgb(150, 150, 150);box-sizing: border-box;">（强调社区慈善）</span><span style="color: rgb(62, 62, 62);box-sizing: border-box;">。相对于成都社区治理，珠三角不同的点是在</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">粤港澳互动概念</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">下去开展的。</span></p></section><p style="box-sizing: border-box;" powered-by="xiumi.us"><br style="box-sizing: border-box;"></p><section style="justify-content: flex-start; box-sizing: border-box;" powered-by="xiumi.us"><p style="box-sizing: border-box;"><span style="color: rgb(62, 62, 62);box-sizing: border-box;"><br style="box-sizing: border-box;"></span></p><p style="box-sizing: border-box;"><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">一是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">区域公益纳入城市发展战略，广州打造善城，促进公益慈善和社会合流的趋向。</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">二是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">社会治理重心是向下移的，优先发展社区社会组织。</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">三是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">社会组织综合监管趋于收紧，行政力量重塑公益慈善边界。</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">四是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">湾区公益慈善迈向融合发展，跨境社区公益服务方兴未艾。</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">五是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">志愿服务迈向多业态融合，推动构建有韧性的社区共同体。我认为珠三角的公益慈善状态是处于一个下降和沉闷的时期，尤其是国家开始鼓励跨境的社区公益，各种志愿者资源和专业人士都纷纷在粤港澳三地之间流动，草根公益组织开始多业态融合。</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">六是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">草根公益组织面临发展转型，多元化资源筹集能力遭遇挑战。这三年的疫情造成了较大的影响，所以</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">有韧性的共同体开始建设</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">，包括草根组织也面临转型，但社会工作太依赖社会资源了，政府中有一些民政支持，加上社区，加上基金会和企业，开始向民间的公益慈善去要资源。</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">七是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">“双百工程”建设全面铺开，社会工作机构面临转型。“双百工程”落实到乡镇这一级，社会工作面临着巨大的转型，很多社会机构都开始改变或者是消失了，或者是寻找新的道路。</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">八是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">社会企业发展尚处起步阶段，公益与商业走向深度融合。社会企业还在一个新的起步阶段，公益与商业在深圳是特别明显的。</span><strong style="box-sizing: border-box;"><span style="box-sizing: border-box;">九是</span></strong><span style="color: rgb(62, 62, 62);box-sizing: border-box;">社区捐赠成为新的增长点，社区基金会发展趋向于平稳，但还是有一些疲软。</span></p></section><p style="box-sizing: border-box;" powered-by="xiumi.us"><br style="box-sizing: border-box;"></p><section style="justify-content: flex-start;
