一、定义
志愿服务是指公民以自愿、免费、无偿的方式，为社会公益事业和社会发展提供服务的活动。
二、志愿者权利和义务
1、志愿者有权享受志愿服务活动中的各项福利待遇，包括但不限于社会保障、社会救助、社会福利、社会保险等。
2、志愿者有义务遵守志愿服务活动的规章制度，尊重志愿服务活动的宗旨，积极参与志愿服务活动，严格遵守志愿服务活动的纪律。
三、志愿服务组织的管理
1、志愿服务组织应当建立健全志愿服务管理制度，确保志愿服务活动的有序进行。
2、志愿服务组织应当建立健全志愿服务活动的考核机制，对志愿者的表现进行评估，并给予必要的奖励和表彰。
3、志愿服务组织应当建立健全志愿服务活动的安全保障制度，确保志愿者的人身安全。
