border-box;">为了进一步提高社会组织申请慈善组织认定的积极性，《条例》第一条立法目的就明确，为了保护慈善活动参与者的合法权益，不局限于慈善组织。在第四条部门职责、第五条工作机制、第七条公众参与、第十四条联合公开募捐、第十八条慈善捐赠促进措施、第十九条遗赠及设立遗赠财产执行监督人指引、第二十条捐赠财产评估指引、第二十二条冠名捐赠指引、第二十三条捐赠财产查询指引、第二十四条变更捐赠财产用途指引、第二十八条优待慈善活动参与者、第二十九条表彰和设立慈善月、第三十条信用记录和组织评估制度、第三十三条关联交易、第三十六条其他组织的法律责任等方面对慈善组织或开展慈善活动的其他组织均做出了统一的规范要求，全面规范广州市慈善活动健康有序依法依规开展。</p></section><section
