style="white-space: normal;"><br></p><p style="white-space: normal;"><strong>北京师范大学中国公益研究院近日发布的《我国因病致贫返贫现象剖析与对策研究报告》显示，</strong><strong>白血病等大病给患者家庭带来了沉重负担。</strong>北京同心圆慈善基金会对其2019年至2020年救助的427名大病患者相关信息进行分析后发现，患大病后带来的现实是支出的大幅增加和收入的急剧减少。</p><p style="white-space: normal;"><br></p><p style="white-space: normal;">对于大病患者而言，往往需要到一线或二线的医疗机构看病，除直接医疗支出之外，房租、路费、餐饮费等开支也是不小的负担。对此，全国人大代表、安徽省农业科学院副院长赵皖平感同身受。赵皖平曾一年走过10余个省的60余个贫困县，在脱贫攻坚一线走访调研是他的常态。“和城市相比，农村的医疗条件相对较差，白血病这样的重大疾病和器官移植这样的手术对家庭的拖累更重。”赵皖平说，因病致贫、因病返贫的风险依然存在，应当引起社会各界的重视。</p></section></section></section></section><section normal;">赵皖平建议，应加大慈善力量与社会救助、医保等制度的有效衔接，建立相应的平台，以互联网、大数据为抓手，提高慈善资源的使用效率，让更多的大病患者受益。</p><p style="white-space: normal;"><br></p><p style="white-space: normal;">全国人大代表、山东省淄博市原山集团有限公司党总支书记孙建博认为，脱贫攻坚过程中实施了精准扶贫，防止返贫也要精准施策。孙建博同样建议，借助大数据支撑，筛查支出骤增、收入骤减的已脱贫对象。对于大病患者，要进一步完善大病补充保险、社会救助、政府兜底保障等政策，对症下药消除返贫风险点。建立“基本医保+大病医保+医疗救助+商业医保”的多层次医保救助体系。</p><p style="white-space: normal;">近年来，个人大病求助互联网服务平台作为个人求助及社会互助的创新模式，发挥了“救急难”作用，帮助不少家庭渡过了难关，也在一定程度上防止了因病致贫、返贫的发生，成为现阶段社会救助体系及医疗保障体系的有益补充。</p><p style="white-space: normal;"><br></p><p style="white-space: normal;">据水滴公司创始人兼CEO沈鹏介绍，截至2020年12月，水滴筹已为困难大病患者免费筹得超过370亿元的医疗救助款，3.5亿爱心人士支持了平台的救助项目，累计超过11亿人次参与爱心捐赠。</p><p style="white-space: normal;"><br></p><p style="white-space: normal;">“众多慈善组织和平台在慈善救助方面发力，有必要搭建行业联合平台，建立医疗救助的标准体系。”戚学森建议，防止慈善资源的浪费，同时要更好地规范商业行为、自助行为、慈善行为的边界。</p><p style="white-space: normal;"><br></p><p style="white-space: normal;">赵皖平告诉记者，在肯定个人大病求助互联网服务平台作用的同时，要想方设法推动其长远发展，这也是慈善事业发展的必然要求。目前，个人大病求助互联网服务平台的监管主体尚未明确，在个人网络求助中发生了一系列纠纷，引发社会公众的质疑。</p><p style="white-space: normal;"><br></p><p style="white-space: normal;">为此，赵皖平建议，以立法或慈善法修订形式确定个人大病网络求助相关主体的权利、义务和行为规范，明确监管职责，包括对服务平台实行准入管理，对合格的平台颁发证书并加以公示，对不规范经营的平台采取惩罚措施。同时，在技术、安全、运维等方面建立相应的国家标准或行业标准，设定准入条件，规范业务开展，引导平台合规发展。</p></section></section></section></section><section
